VECTORNAV TECHNOLOGIES / GOVERNMENT EARLY-OPPORTUNITY INTELLIGENCE | Research date: October 9, 2026

The Army is still evaluating modular PNT sensors. VectorNav has a reason to approach the modernization team.

Government organization: U.S. Army Capability Program Executive, Intelligence and Spectrum Warfare (CPE ISW), Project Manager Positioning, Navigation and Timing (PM PNT), PNT Modernization. Potential fit: VectorNav VN-210/VN-310 tactical inertial navigation, external-aiding fusion and compact rugged sensors.

Opportunity thesis

PM PNT publicly describes a continuous capability-discovery and evaluation process for modular open assured positioning, navigation and timing (APNT). Its September 29, 2026 industry briefing addressed non-RF approaches and signals of opportunity, and its 2026 planning material includes a mounted modular APNT card development effort. Rather than pitch an expired event, VectorNav can approach PM PNT with a specific technical assessment question: could VN-210/VN-310 inertial modules or the aiding interface contribute to a future mounted or dismounted prototype increment? This is a valid exploratory engagement route, not a confirmed open sensor requirement.

What the evidence actually says

  • Current standing pathway: PM PNT’s official public page says PNT Modernization uses capability discovery, technical assessments, prototyping, testing, demonstration and Government-owned PNT Reference Architecture / pntOS / CMOSS compliance assessments.
  • Dated technology focus: PM PNT’s September 3 industry-day announcement identifies non-radio-frequency navigation technologies, signals of opportunity, anti-jam antennas and NAVWAR. Its September 29 session has passed and the registration period is closed; request the public presentation/Q&A rather than apply to attend it.
  • Budget/acquisition context: The Army’s FY26 acquisition-planning briefing references a CMOSS Mounted Form Factor APNT card development OTA, and notes that NAVWAR Situational Awareness strategy has been paused for alignment. These efforts are NOT current solicitations for VectorNav sensors.
  • Prospect technical proof: VectorNav VN-310 specs describe tactical dual-antenna GNSS/INS, a compact VN-310E option, external M-Code/SAASM receiver support and high-rate inertial navigation. Tactical extended capabilities describe external IMU and M-Code/SAASM interface/fusion options.

Why VectorNav may have a differentiated technical angle

  • Rugged tactical nav: VN-310 pairs dual GNSS/INS with high-rate inertial output and ruggedized form factors, relevant to vehicle-level reference architecture discussions if the Army permits third-party modules.
  • Alternative aiding: VectorNav’s published support for external M-Code receivers and non-GNSS aiding makes a credible component-level technical question for PM PNT’s modular-sensor discovery work; it does not establish compliance with the Army’s reference architecture.
  • SWaP spectrum: the low-mass embedded VN-310E and sealed VN-310 configurations allow distinct board-level versus protected-box evaluations; program thermal, vibration and interface needs remain unknown.
  • Critical incompatibility test: confirm whether PM PNT needs a complete assured-PNT architecture, a compliant CMOSS card, or a sensor component. An ordinary INS does not automatically satisfy classified, M-Code, anti-jam or integration conditions.

Who to contact

  • Mr. Christopher Jais — Project Manager, PM PNT. His official Army biography confirms the role. Approach through the official program channel, not a guessed personal email.
  • PM PNT public office: PMPNTSupport@army.mil, explicitly listed on PM PNT’s official page. Ask for routing to PNT Modernization’s current sensor-fusion / capability-assessment technical lead and the public process for providing a short technical capabilities paper.
  • Joseph T. Stevanak — PM PNT Modernization Technical Director (historical). The Army’s 2024 industry forecast published that role and contact; his 2026 title and assignment are not verified. Request current incumbent rather than assuming he still owns the program.

Practical approach—not an artificial outreach calendar

  • Prepare a two-page VN-210/VN-310 technical-comparison note: navigation outputs, externally aided operation, physical interfaces, power, high-rate data, tested degraded-GNSS performance and published qualification standards. Mark any nonpublic performance claims as proprietary and do not submit controlled details via public email.
  • Ask PMPNTSupport for the public slides and follow-up from the September PNT industry session, and the appropriate technical lead for modular inertial/sensor-fusion assessments under PNT Modernization.
  • Ask a specific qualifying question: which government-owned architecture and interface requirements must an external IMU/INS demonstrate to be considered for capability testing or a future APNT module?
  • Offer a small-scale unclassified data/bench demonstration only if PM PNT indicates a legitimate assessment pathway. Verify scope, security rules and evaluation sponsor first.

Suggested first note

Subject: PM PNT PNT Modernization — VectorNav tactical INS / modular sensor assessment question

Hello PM PNT team — VectorNav develops tactical-grade inertial sensors and GNSS/INS systems, including the VN-210 and VN-310, with published support for external aiding and compact rugged integration. We reviewed PM PNT’s PNT Modernization capability-discovery process and the September industry briefing topics. Could you direct us to the appropriate technical contact to determine whether external IMU/INS components are being considered for future modular PNT evaluation? We can provide an unclassified two-page interface and performance summary.

What would determine whether this is an opportunity

  • Which platform increments and reference-architecture interfaces are actively being evaluated?
  • Is the interest in raw inertial data, full aided position/attitude output, alternative-signal fusion or certified military GPS integration?
  • Are third-party sensors accepted in a modular APNT card or must the supplier deliver a complete qualified PNT system?
  • What official test/assessment mechanism and submissions route are available?

Risks, confidence and source ledger

Verified: Army PM PNT modernization process, official contact, industry-day topics, named program manager and VectorNav product specifications. Inferred: a component evaluation fit may exist. Unknown: active unfilled PNT component need, current technical owner, interface compatibility, budget and selection pathway. The past industry-day registration is not open; existing NorthStar awards do not equal an unsourced government solicitation.
